San Fernando City, La Union—POPCOM Regional Office-I celebrates POPDEV Week on November 23-29, 2016 with the theme: “Achieve: Tamang Laki ng Pamilyang Pilipino”

POPDEV Week is celebrated yearly in recognition of the different programmatic and strategic interventions of POPCOM in attaining healthy, empowered and quality life among Filipino families within the scope of the Philippine Population Management Program.

Region I’s population as of December 2015 has reached 5, 052, 994, according to the Field Health Service Information System (FHSIS) of the Department of Health (DOH) based on the 2010 Census of the Philippine Statistics Authority (PSA).

While the total population of Region 1 has increased from the year 2014-2015, a significant 7.1% increase from 48.96% in 2014 to 56.15% in 2015 was also noted in the Contraceptive Prevalence Rate (CPR) or the percentage of women of reproductive age (15-49 y/o) or of sexual partner who are currently using at least one family planning method.

The various family planning programs of POPCOM have vastly influenced and altered the couples’ reproductive health-seeking behavior and attitude in achieving a better quality of life. POPDEV APPRECIATION COURSE was conducted last June 17-19, 2015 at Summer Place, Baguio City with 22 participants . As Population Officers who intend to provide technical assistance to planners and program managers in integrating population variables and in ensuring people-centered planning processes and outcomes, they need to have an understanding of the fundamental concepts and core messages of POPDEV. The Basic Appreciation Course enhanced the knowledge of the Provincial and City Population Officers about the basic demographic concepts and population and development interrelationships and introduced them to POPDEV approach to local development planning.


POPDEV Mentoring and Coaching was conducted last June 15-16, 2015 at Eurotel, Baguio City  with 21 participants. POPDEV Mentoring and Coaching for the City of San Carlos was conducted paving way to reviewing their SEP and SA in their different planning documents.  The city planners and sectoral committee members , assisted by the Regional mentors went into reviewing their CDP, CLUP, AIP and their sectoral plans. Through small group workshops, the Ecological Profile of San Carlos City was reviewed by simply checking its comprehensiveness, reliability and relevance.  The SA was reviewed to get the bottom of the past and present condition of the area; and lastly, the group reviewed the LGU’s programs and policies and agreed to identify a more responsive programs and policies of the city

“Dignity and Protection of Vulnerable Population in Emergencies” –World Population Day celebrates the theme to protect and prioritize the health security, most basic hygiene, health, dignity and protection of the population, especially women and children.

Commission on Population I conducted Youth forum with 100 student- participants in Don Eulogio De Guzman Memorial National High School on July 13, 2015. Resource Speakers from Office of the Civil Defense and City Health Office- City of San Fernando, La Union were also invited to discuss on: preventive measures during emergencies/ catastrophes, discussed by Information Officer II of OCD, Mr. Elvis Quitalig; and healthy lifestyle against illnesses/ diseases, presented by Mr. Dino Duclayan, HEMS Focal person of CHO. General conclusions for the YAFS 4 results was also delivered to disseminate knowledge and awareness regarding the current standing in lifestyle and activity among the youth, as well as the risks and threats of women and children on HIV/ AIDS.
