The Commission on Population Regional Office I conducted an RPRH Law Orientation with the Department Heads and Staff of Dagupan City on June 29, and with the Barangay Population Volunteers (also called our BSPOs) on June 30. The objective of this two-day activity is to roll-out RPRH Law to all Provincial, City and Municipal levels down to Barangay level in Dagupan City. Such activity was funded by the city.

LAOAG CITY, ILOCOS NORTE—The Provincial Health Office represented by Dr. Rodolfo J. Ragadi, conducted an orientation on the Responsible Parenthood and Reproductive Health (RPRH) Law and its Implementing Rules and Regulations (IRR) at Northview Hotel, Laoag City on June 10, 2015.

Since the Department of Health (DOH) together with the rest of the National implementing Team (NIT) deemed it necessary that RA 10354 or commonly known as the RH Law be cascaded in the provinces down to the municipalities of every region, PHO Ilocos Norte convened its various private and public sectors, 21 municipalities and 2 cities, partner CSOs and the academe for the information dissemination and to manage the full implementation of the law in the province.

Introduction

The Responsible Parenthood and Reproductive Health (RPRH) Act of 2012 or Republic Act No. 10354 was enacted on December 21, 2012.

The Implementing Rules and Regulations (IRR) were signed on March 15, 2013 in Baseco, Tondo.

The Supreme Court issued a Status Quo Ante Order against the act in March, 2013. However, in April 2014, the Supreme Court declared the law as not unconstitutional with exceptions on eight items and the Status Quo Ante Order was lifted.

Since the Department of Health (DOH) together with the rest of the National implementing Team (NIT) deemed it necessary that RA 10354 or commonly known as the RH Law be cascaded in the provinces down to the municipalities of every region, PHO Ilocos Norte convened its various private and public sectors, 21 municipalities and 2 cities, partner CSOs and the academe for the information dissemination and to manage the full implementation of the law in the province.

A structure at the provincial, city and municipal levels to form the Provincial Implementation team (PIT), City Implementation Team (CIT) and Municipal Implementation Team (MIT) was encouraged to be organized by the OIC Regional Director of POPCOM, Erma R. Yapit. The teams shall be responsible for the continuing campaign and educating all local government units particularly to the health sectors on the provisions of the law and its IRR and the implementation of the law.

The major highlight of the orientation was the presence of the Executive Director of POPCOM, Dr. Juan Antonio A. Perez III who presented the details of the law and its IRR. Furthermore, he also mentioned about the RPRH challenges and recommendations that need to be addressed in order to have a full range of access of the RH services in particular.

He added that all the implementing team efforts be aligned with the DOH HI5 program geared towards reducing unmet need, increasing facility-based delivery, increasing modern CPR and increasing service delivery network linkages.


Questions and other concerns were accommodated during the open forum. Municipal Health Officers have been vocal in expressing their commitment and support to guarantee a quality health care service especially to the poor.

The orientation was adjourned after the signing of the pledge of commitment by representatives from the team.
