Staff from the different municipal offices and faith-based organizations from Ilocos Norte were trained on Pre-Marriage Orientation and Counseling (PMOC) Module 1 on October 7-8, 2020.

The Provincial Population Office of Ilocos Norte in collaboration with the Commission on Population and Development (POPCOM)-Region I conducted a virtual training on Pre-Marriage Orientation and Counseling (PMOC) on October 7-8, 2020 in Laoag City, Ilocos Norte for the local PMOC Team of the province.

Ms. Maria Velen Joven and Ms. Maria Dolores Zafra, Planning Officers II and I, respectively, facilitated the training of the 14 participants from the different offices and faith-based organizations in the municipalities of Carasi, Currimao, Dumalneg, Pagudpud, Paoay, San Nicolas, and Laoag City.

Topics included the discussion of the following: New Guidelines of the PMOC Program and Accreditation (Joint Memorandum Circular No. 1 series of 2018; Supplemental Guideline of 2019; Regional Technical Working Group-PMOC Interim Guideline; and Accreditation Updates); Legal Bases, Importance, Objectives, and Requisites of Marriage; Marriage Expectation Inventory Form; and PMOC Manual Module 1.

After the training, the participants were grouped and were given their topic assignments for next day’s actual simulation. The actual simulation of a PMOC session by the trained members covering the four (4) major topics of PMOC: Marriage and Relationship; Responsible Parenthood, Planning the Family, and Pregnancy and Child Care was facilitated by the Ilocos Norte Provincial Population Officer headed by Ms. Janet Lucia London together with her trained staff. The return demonstrations or PMOC simulations were conducted to assess and evaluate how protocols and procedures in the guidelines will most likely be conducted during the actual PMOC.

Ms. Janet Lucia London said that the training was conducted despite the limitations set by the COVID-19 pandemic because almost all of the counselors in the province have an already expired accreditation or their accreditation as PMO Counselor is about to expire.

Certificates of Completion were given to those who successfully completed all the requirements of the training and will be named as accredited PMO Counselors.
